The Boston Region MPO’s Long-Range Transportation Plan

The Boston Region Metropolitan Planning Organization (MPO) is responsible for developing a long-range vision and plan for the future of the region's transportation system. The development of the next Long-Range Transportation Plan (LRTP) is in progress and will guide the MPO's transportation planning and investments for the next two decades.

While the LRTP is regional in scale, engagement begins at the local level with a better understanding of your community’s transportation needs. This interactive website is a platform for you to contribute your ideas, feedback, and priorities for shaping the future of transportation in the Boston area.

What’s New?

Recently, the Boston Region MPO moved from a four-year to a five-year LRTP development cycle. The next LRTP is anticipated to be released for an official public review period in the summer of 2028 and will be in effect beginning in October of 2028.

Public Engagement
Throughout development process
- Hold public workshops and meetings, and release surveys to gather feedback from stakeholders on potential transportation improvements and strategies
- Incorporate public input and priorities into the LRTP’s development

Transportation Needs and Vision Setting
October 2024 to October 2026
- Collect data on demographics, land use, travel patterns, existing infrastructure, and the interaction of the transportation system with the built environment
- Discuss the region’s transportation vision, goals, and objectives
- Update the Needs Assessment

Performance Measures and Strategies
October 2026 to October 2027
- Publish an updated Needs Assessment
- Explore potential future conditions through scenario planning to better understand future transportation needs
- Begin identifying performance measures to track progress toward the MPO’s goals
- Identify policies and strategies that the MPO could pursue to achieve its vision
- Evaluate strategies to help achieve the MPO’s goals
- Produce updated sociodemographic forecasts and environmental assessments

Investment Framework and Analysis
October 2027 to April 2028
- Establish project investment plans and funding strategies
- Identify discrete projects to be included in the fiscally constrained plan scenario for cumulative plan analyses
- Review proposed adjustments to the MPO’s investment program structure, which is implemented annually through the Transportation Improvement Program (TIP)
- Analyze anticipated impacts from the fiscally constrained group of projects and develop mitigation strategies as indicated by the analysis

Adoption and Implementation
April 2028 to October 2028
- Develop the revised LRTP document
- Present the draft LRTP to the MPO board for a vote to release the plan for public review
- Release the plan for a 30-day public review period
- Present the plan and public comments to the MPO board for endorsement
- Begin implementing the updated LRTP in October 2028 and track progress through the Unified Planning Work Program (UPWP) and TIP
